There is also a "very good" free editing program called Picasa that has the ability to resize your photos as well as quite a few other good editing features.
I used Picasa for quite awhile before upgrading to Photoshop so I can walk you through how to resize with it if you run into problems.

Oh...don't make your photos over 800 pixels wide for web use and you should be able to upload them just fine.
